'Churches shouldn't write a World Mission policy. They should write a policy that involves world mission. World mission thinking, world mission practice, world mission strategy is not something you organise on the side, as an extra, but has got to be part of the whole thing. So a church needs a strategic policy, a vision for where it is going as a church - and that needs to include the ends of the Earth.'
